UPM pushes Fray Bentos pulp capacity to 1.5 million tonnes through operational upgrades

UPM plans to increase its Fray Bentos mill production by 200,000 tonnes annually without modifying its current environmental discharge limits.

The global pulp market is witnessing a masterclass in asset optimization. UPM has formally outlined a project to increase the annual production capacity of its Fray Bentos mill in Uruguay from 1.3 million to 1.5 million tonnes of bleached eucalyptus kraft pulp. What makes this 15% capacity bump significant for the industry is not just the volume, but the method: the Finnish company plans to achieve this without altering its authorized environmental emission limits or requiring a new ministerial permit.

In an industry where greenfield projects face mounting regulatory and capital hurdles, debottlenecking existing operations has become the strategic priority. According to the operational optimization project presented to Uruguayan environmental authorities earlier in 2026, UPM will rely on targeted technological upgrades rather than structural expansion to squeeze an additional 200,000 tonnes out of the facility.

Targeting bottlenecks in the fiber line

The engineering focus is strictly on process efficiency. The proposed modifications include upgrades in the cooking area, the installation of a new washer and inline screens in the fiber line, additional screens in the drying plant, and new effects in the evaporation plant. These are proven technologies designed to eliminate specific production bottlenecks that currently cap the mill's output.

By improving water use efficiency at higher production levels, UPM projects a daily effluent volume of 68,752 cubic meters. This figure remains comfortably below the maximum authorized limit of 71,500 cubic meters per day, which is the cornerstone of the company's argument that a new environmental authorization is unnecessary. The mill is essentially producing more fiber per drop of water processed.

Consolidating the Uruguayan pulp hub

For the global paper, packaging, and tissue sectors, an additional 200,000 tonnes of high-quality short-fiber pulp provides a welcome buffer in a volatile raw material market. If the technical assessment by the government confirms the permit parameters, UPM's combined capacity in Uruguay will reach 3.6 million tonnes annually, factoring in the 2.1 million tonnes from the newer Paso de los Toros facility.

This development underscores a mature phase in pulp manufacturing. Fray Bentos, which has been operating for over a decade and a half, is proving that older mills can still unlock substantial capacity through precision engineering. For converters and paper manufacturers relying on stable eucalyptus pulp supply, UPM's strategy ensures volume growth without the protracted timelines typically associated with new environmental approvals.
