The global push for electrification and the explosive growth of data centers are creating an unprecedented structural demand for a highly specialized segment of the paper industry: electrical-grade pressboard. Recognizing this critical bottleneck, Hitachi Energy has announced a C$479 million investment to construct a state-of-the-art transformer insulation factory in London, Ontario.

Scheduled for completion in 2028, the 21,000-square-meter facility will be Canada's first pressboard manufacturing line and Hitachi Energy's first in the Americas. The plant will transform wood fiber into up to 20,000 metric tons annually of electrical-grade pressboard and laminated insulation, materials that sit at the core of nearly every high-voltage power transformer.

The technical paper driving the energy transition

While the broader paper industry often focuses on packaging or graphic grades, technical papers like pressboard represent a high-value, high-margin niche. Pressboard is manufactured from highly purified cellulose pulp, engineered to withstand extreme electrical stress and thermal degradation inside oil-filled transformers. Without this specialized wood-fiber material, the expansion of power grids simply halts.

The demand curve for this material is steepening rapidly in 2026. The proliferation of artificial intelligence data centers, coupled with renewable energy integration and general grid modernization, has strained the global supply of large power transformers. By localizing the production of the critical insulation material, Hitachi Energy is securing its North American supply chain and reducing reliance on overseas imports.

Strategic backing and regional impact

The London facility is expected to create over 100 permanent skilled jobs and has garnered significant governmental support. The Canadian federal government is providing C$30 million, split between the Strategic Response Fund and Natural Resources Canada's Investments in Forest Industry Transformation program, while the Government of Ontario is contributing up to C$20 million through the Invest Ontario Fund.

This project also opens a lucrative new avenue for the Canadian forestry sector, upgrading raw wood fiber into an advanced manufacturing component essential for global energy infrastructure.

Hitachi Energy's decision to localize pressboard production in Ontario is a masterclass in supply chain resilience, proving that high-tech cellulose applications are just as critical to the AI boom as semiconductors.
