Graphic Packaging challenges the industrial sector with its new uncoated recycled paperboard
Graphic Packaging has launched PaceSetter Ridgeline, a 100% recycled uncoated paperboard produced at its Waco mill, targeting new industrial markets.
Expanding into new industrial applications
In a strategic move to broaden its market footprint, Graphic Packaging Holding Company (@GraphicPkgInt) has officially entered the uncoated recycled paperboard (URB) segment in July 2026. The launch of PaceSetter Ridgeline™, a board manufactured from 100% recycled fiber, signals a clear pivot toward the industrial and specialty packaging markets, diversifying a portfolio historically dominated by coated grades.
Manufactured at the company’s newly operational $1 billion facility in Waco, Texas, the new URB grade contains a minimum of 45% post-consumer recycled content. Engineered in calipers ranging from 14- to 30-point, PaceSetter Ridgeline is targeted at high-volume applications including folding cartons, laminations, edge protectors, tubes, and cores. The introduction of this product places Graphic Packaging in direct competition with established URB leaders like Sonoco and Greif, reshaping the competitive landscape for industrial substrates.
Operational flexibility at the Waco megamill
The strategic core of this launch lies in the manufacturing capabilities of the Waco mill. Having produced its first commercial rolls in late 2025, the facility was designed with a sprawling annual capacity of over 500,000 tons to consolidate and replace older, less efficient mills. Most crucially, the advanced Valmet machine installed in Texas allows for seamless transitions between coated recycled paperboard (CRB) and the newly introduced URB.
This hybrid production capability provides Graphic Packaging with critical operational agility. Market analysts point out that the ability to toggle between grades enables the company to maximize machine utilization even amid softer CRB demand, absorbing capacity and securing new contracts in the industrial packaging tier. According to CEO Robbert Rietbroek, this fit-for-purpose URB option gives customers the scale and manufacturing reliability expected from the packaging giant, while significantly extending its platform.
Circularity driving heavy investments
The environmental footprint of PaceSetter Ridgeline heavily relies on the Waco facility’s advanced pulping infrastructure. Designed to process up to 15 million paper cups a day, the mill effectively transforms complex secondary fiber streams into high-performance packaging. This closed-loop approach aligns with current 2026 industry trends, where major FMCG brands are aggressively seeking scalable, circular alternatives to virgin fiber and plastics.
Graphic Packaging’s approach in Texas reflects a broader industry shift: sustainability is no longer just a compliance metric, but a central pillar of cost-reduction and operational efficiency. By leveraging its own internally generated side rolls alongside regional recycled materials, the company is stabilizing its supply chain against raw material volatility.
Graphic Packaging's agility in adapting the Waco facility for both CRB and URB production exemplifies how modern mills can derisk massive capital investments while actively driving circular economy goals. Will the flexibility to pivot between coated and uncoated grades become the definitive standard for greenfield paperboard mills facing unpredictable market cycles?
