European OCC export values rebound 25 percent despite subdued domestic board demand

European OCC export indicators have recovered up to 25% since spring, tightening the recovered paper market in Q4 despite ongoing contractions in domestic board production.

Export Pull Creates a Mirage of Recovery

The European recovered paper market is entering the fourth quarter of 2026 with a noticeable tightening, driven almost entirely by export dynamics rather than domestic consumption. According to Francisco Donoso, President of the BIR Paper Division, European Old Corrugated Containers (OCC) export indicators have rebounded by 20% to 25% from the lows seen in early spring. This upward pressure on pricing, particularly in low grades, paints a complex picture for buyers and sellers navigating a highly fragmented landscape.

While mixed paper has seen a more moderate improvement and Sorted Office Paper (SOP) remains relatively stable, certain pulp substitutes are demonstrating renewed strength. However, reading this tightening as a holistic recovery of the European paper and board sector would be a critical miscalculation. The underlying fundamentals of the domestic market tell a very different story, one characterized by cautious production and defensive purchasing strategies.

The Disconnect Between Raw Materials and Finished Board

The fundamental reality of the European market remains subdued. The 20-25% spike in OCC export values is a logistical and international trade phenomenon, not a reflection of booming domestic mill order books. European paper and board production contracted by approximately 1.6% in 2025, and the initial indicators for 2026 have continued to show a year-on-year contraction across several key regions.

Within this structural decline, packaging grades are demonstrating far more resilience than graphic papers, which continue their secular downward trend. Yet, even in the corrugated sector, European mills are operating with extreme caution. High energy costs, compressed margins, and sluggish consumer spending have forced domestic producers to maintain low inventory levels. Many mills are purchasing raw materials strictly on a spot basis to meet immediate market demand, avoiding the risk of holding expensive stock in a volatile pricing environment.

Logistics and Asian Demand Dictate the Pace

The current market tightening is heavily influenced by the global supply chain. As freight rates fluctuate and Asian buyers seek viable fiber sources outside the US—where domestic consumption and lightweighting trends have altered export availability—European OCC has become a critical balancing volume. This external pull forces European mills to compete for tonnage that is increasingly drawn toward coastal ports for export, effectively setting a floor price for domestic recovered paper.

For the recycling and converting industries, this divergence between rising raw material export values and stagnant domestic finished product demand squeezes margins further. Converters face a scenario where the cost of recycled containerboard could face upward pressure due to fiber scarcity, even as end-users in the retail and e-commerce sectors fiercely resist packaging price increases. The BIR's analysis underscores that the market is currently driven by logistics and international arbitrage rather than a genuine resurgence in European industrial activity.

The resilience of OCC export values proves that global fiber demand will always find a clearing price, but the European paper industry urgently needs a revival in domestic consumption to justify long-term capacity investments. If export markets continue to dictate the cost of raw materials while local board demand stagnates, how long can independent European mills sustain this margin compression before further consolidation becomes inevitable?
